Content DescriptionInforms him of the attitude of the Government and the King of Hanover to the Congress proposed by the Emperor Napoléon; Platen hopes that Austria will come to an understanding; a certain amount of distrust was displayed as Bismarck is thought to favour a Franco/Prussian alliance; the King of Hanover's reply to the invitation of Napoléon III recognised his efforts to reach an understanding; Platen felt it would not be prudent to refuse the congress point blank; Platen felt that Napoléon wished to use the congress to form alliances to enable him to repossess the left bank of the Rhine; France may come to an understanding with Prussia on Poland; asks to be informed of the Prussian Government's views on the matter; reports great anxiety in Hanover which hoped for Austrian support.

Platen believed that Lord John Russell's mediation would be accepted regarding the Schleswig-Holstein question; Hanover would support Saxon troops on the frontier with Holstein; Platen mentioned [Buchanan's] proposal which was transmitted to Denmark as a result of a conversation with Bismarck and Hall's reply; Platen believed that Prussia would go to war if Austria showed any weakness; there was emphasis placed on the maintenance of the whole Zollverein; agreement would only be possible if Prussia agreed to a modification of article 31 of the French Treaty; Bavaria was resolved not to adopt the treaty without modification; sends regards to Lady Buchanan.

PS Enquired if Lowther had returned and if he had heard anything 'on the Crampton business'; had received a telegraph from Sir Henry Bulwer from Florence.
