Content Description	Informs him that Prussia is barred by article 31 from granting commercial privileges to Austria; Hanover and other states who had agreed the treaty wish to modify article 31 to allow some privileges to Austria; Prussia may urge France to consent to modification of the treaty; Bavaria is attempting to secure the support of Hanover for her policies; discusses the Zollverein; Platen is of the opinion that the Zollverein will be maintained; likens the negotiations to 'a game of chess'; Nothomb is due to arrive; the government of Hanover had established the principle of redemption by setting off Belgium as a Hanoverian instalment against the redemption of the Scheldt dues; Lytton had arrived with despatches.
