Content Description	Reports that M. Bluhme has accepted the Presidency of the Council; a courier is being sent to Berlin and Vienna; Baron Guldencrone is to see Bismarck in Berlin and M. Holten in Vienna; sends him a letter of introduction for Guldencrone, who is to call on him [Buchanan]; had sent a similar letter to Bloomfield on behalf on Holten; the King was personally responsible for the change of ministers.
