States that St Petersburg is quiet and that they are awaiting the return of the Emperor; comments on the conduct of Gorchakov; informs him that the bag is being delivered by Mr Richards who has been sent to Russia by the Foreign Office; states that Mr Richard's mind seemed to have been affected by the part he played in the Indian Mutiny; sends regards to Lady Buchanan.
