Content Description	Thanks him for his congratulations upon his award of a K.C.B. and states that Lord Russell has been very kind to him; was glad to hear good accounts of the horse Abda; informs him that matters between Spain and Morocco have been concluded including the Melilla border dispute and the Sultan has paid his debts to the Spanish government; hopes that the Sultan's reforms will encourage trade in the region.
