Content DescriptionStates that he is sorry to learn of his appointment to The Hague; Napier's title does not justify his being promoted at Buchanan's expense; has received news that if the Sultan does not settle his debt by Feb 1861 that Tetuan would be taken and negotiation would cease; the presence of Spanish vessels in Moroccan ports had caused unrest amongst the tribes; it was possible that the Sultan could lose his throne, and the Spanish, their money.
