Content DescriptionWrites in addition to his official despatches; four French vessels had passed through the port in search of coal; Tuscan vessels had taken down the Tuscan flag and hoisted the colours of Italy; there had been celebrations and fireworks; the authorities expressed some doubt as to the legality of changing nationality; the locals had sympathy for the Italian cause; the customs officer at Barcelona had been attempting to keep vessels separate from their consuls to prevent fraud; this had reduced consular fees, as documents no longer required the consul's signature; has reported the loss of revenue to Lord Malmesbury but has received no reply; may send a more formal notification to Lord Malmesbury through him.
