Comments that he is glad that his absence will not cause too much inconvenience, but fears Plunkett will have extra work when Middleton leaves; Plunkett [Francis Richard] is a hard working public servant deserving of promotion; the change of scene has been good for his brother's health; describes the French Cavalry riding through town and offering women cigars and flowers; people are unhappy with French accounts of the battles; Cavour is not happy with the Emperor [Napoleon] who takes no notice of him; is dependent upon the Times for news from Lombardy; discusses the situation in Europe at length; was amused by his observations on Mr Preston, who had been notorious for giving long dinner parties in Washington; has seen Lord Russell has become Foreign Secretary but had hoped it would be Lord Clarendon.
