Content DescriptionExplains his reasons for declining the post of Secretary at the Embassy in St Petersburg; would like to remain with his present chief [Buchanan] and see more of Spain; had called on Lord Wodehouse who informed him that Lord Russell had not received his telegram which he considered fortunate; Wodehouse had explained that it would be in his interest to accept if he desired to advance in the service; the salary was £ 900 p.a.; had now decided to accept the appointment; is not surprised at the peace and was right in supposing Napoleon wished merely to quell the revolutionary movement in Europe.
