Content DescriptionRefers to proposals made by Mr Vanhummery [Vanhomrigh] for providing the army with bread in the next campaign; thinks that if there were 'two undertakers instead of one the army would be much better served and ye king att much a less expense'; comments that of the 1300 horses sent over, only 400 can now be accounted for, and that of 400 waggons, only 120 are capable of repair; comments on how all the meal goes from 'this town' [Dublin?] to places as much as 120 miles away; observes that this results in vast expense for the king and adds that it makes supply very difficult; says he is sending some proposals regarding a commission of prices? and gives his opinion on the matter; comments on provisions sent to the enemy in Ireland and says that if the coast were full of privateers, the harbours would be more safe and it would be almost impossible for a ship to escape them.

Comments that this would be the most proper time to publish an act of pardon; informs him that Lord Lisburn has gone out with 1000 militia; comments that the mistake of not making the line of forces stronger and nearer the [river] Shannon 'has bin of ye most fatall consequese imaginable'.
