Content DescriptionComments that 'what I always feard would be ye ruin of this poor country is come to pass'; refers to the conduct of the army [due to lack of pay], claiming that general officers have driven 'hole countryes of cattle and horses in their passage to their own quarters and not distribute[d] one beast amongst their troops'; says the forces who are to maintain the frontier now have no possibility of subsisting; apologises for being 'more warm than ordinary in this matter'; thinks that there will be starvation, since corn cannot be sown, due to the fact that plough horses and oxen have been robbed; comments on the management of the campaign and upon 'ye business of bread'; states that under the present contract, the carriage of the bread costs as much as the bread itself; thinks that this will have cost the king £500 between Sep. and Oct.

Comments that if the bread were produced nearer, this would save money and would prevent the loss of mouldy bread; continues to make further observations on this matter; asks what the king would like done regarding musters, commenting that there has not been one all summer; thinks that prisoners should be removed from Dublin, suggesting Hamilton be sent to Chester Castle; says they are sending Sarsfield's mother to him tomorrow and comments on her character; adds a postscript stating they have heard of the good beginning to the parliament, and hopes it will hold.
