Says that some time ago he sent Harley some 'secret articles' which would 'show a way to reduce France'; requests an audience so he might explain the articles; says that in 1705 he 'delivered a project' to Harley 'against France' and was rewarded by being sent to Spain after the Earl of Peterborough; discusses his reservations regarding Marquis Guiscard, who was sent by King Charles to the Queen.
