Content Description
Discusses the delay in the reception of reports from Sir John Leake regarding the campaign in Portugal; refers to the ongoing negotiations with Mr Vryberge regarding the fleet; says that Vryberge's arguments 'seeme only to relate to the command of the fleet'; states that he did not think it proper to lay this before the queen as it is 'contrary to all former practice'; comments as to whether the 'merit of officers' should be judged 'by their antiquity'.
This document has been identified as being in the hand of Robert Harley, 1st Earl of Oxford.
