Concerns a scheme which he submitted to Harley for raising the revenue to a level sufficient to meet all contingencies at the conclusion of the previous Parliament; says that he has been advised by others to print it; asks if he may dedicate it to Harley.
Adds in a post script that if Harley wishes to see the document before reaching a decision he can do so within the next three days.
