Attributes abuses of writing and printing to the cheapness of paper and proposes a tax on paper; also proposes an additional tax on newspapers, loose sheets and booklets, prohibiting both the printing of anything without the name of author and bookseller and the 'crying' and selling of such publications on the streets.
