Thanks Harley for his favourable interpretation of his information regarding the 'Czar's Sea Volunters'; thanks him for the clarification of orders and says he will be more cautious in their execution this time; sends his thanks for Harley's attention to his 'bills of extraordinaries' and apologises for not doing so sooner; informs him that Mr Lewis will present more bills; says there are now seven outstanding and requests they be recommended to the Lord Treasurer.
