Content Description
Is glad to hear from Harley's letters that Her Majesty is sending an 'Envoy for this place'; says the Court takes no notice of the offers he makes with the authority of the English Crown; comments on the [Muscovy] company and public grievances relating to the obstacles to trade created by the Russians; explains how a delay in the arrival of the envoy could affect the customs payments; reports that Alexander Danielewitz has confiscated tobacco imported by the English, imported tobacco from Circafsianland to sell to the army and forbidden the English to bring or sell tobacco in those parts; says the Company has not been compensated and may have to allow its tobacco to rot; will travel to St Petersburg and attempt to intervene, but does not expect to meet with success.
Will ensure he is in Mozco [Moscow] to greet the new envoy; asks that Harley's cousin keep him informed; comments on the Czar's tax on hemp; hopes that the envoy has instructions to make 'Articles of Commerce' with the Czar or they 'shall be always under the lash'; fears the situation will revert to its present status after the envoy leaves.
Endorsed on verso in hand of Robert Harley [later 1st Earl of Oxford].
