Acknowledges receipt of Buys' letter; believes that the 'plan' (regarding the war with France) which Buys described did not come from France, but rather from 'particular persons' wishing to end a 'bloody and expensive war by a safe and desirable peace'; discusses the peace terms which England may be willing to accept and the relationship between England and the Netherlands; hopes that they may never have to accept just any terms which the enemy may present and refers to the relative power of the three nations.
