Content Description	Returns the enclosed from Mr Abbot [not present] which tell of the 'disposition' of the Irish militia; considers the permanence of the militia in Ireland; comments on the costs of clothing the militia, giving the opinion of Lord Cornwallis and the advice he [Portland] gave to Mr Abbot; discusses the demands and costs of keeping the militia in Ireland on permanent service; expresses his unhappiness at the fact that Lord Pelham was not informed of Abbot's proposals; discusses at some length the importance of adhering to correct political protocol in Ireland and the significance of the office of Lord Lieutenant in the Irish political system.
