Content DescriptionFeels that the Duke must be concerned about things which worry the subjects of a country and lead to changes of mind by the government; such a thing is the publication by M. Malouet; Brard has just left St Domingue and understands the temptation, after such misery, to take up ideas which may lead to instability in the country; it is Brard's opinion that the way to prevent M. Malouet's ideas from throwing the colonies into confusion is to publish the observations on Malouet's writings which he now sends the Duke.
