Content Description	Feels that the Duke must be concerned about things which worry the subjects of a country and lead to changes of mind by the government; such a thing is the publication by M. Malouet; Brard has just left St Domingue and understands the temptation, after such misery, to take up ideas which may lead to instability in the country; it is Brard's opinion that the way to prevent M. Malouet's ideas from throwing the colonies into confusion is to publish the observations on Malouet's writings which he now sends the Duke. Endorsed 'with a pamphlet' [Pl C 22/2]
