The 2nd Duke of Portland was involved in various unwise borrowing from a Mr de Thoms secured by annuities/rentcharges on various of the estates, just as the 3rd Duke was to borrow on annuities in the 1770s before his own financial reckoning. It was more difficult to buy off de Thoms and buy out the annuities than to contract them.
