Content DescriptionHopes that the advance as far as Derby will ensure that something is done to prevent anything similar ever happening again; the Borders are now civilised but the Highlands are remote and impregnable and the Highlanders take advantage of this.

Suggests that the rebels' estates be annexed to garrisons to keep the peace and that criminal and civil courts be set up locally as the Lairds's courts have been a principle means of controlling their areas; a General Inspector and several surveyors needed to supervise the garrisons; gives an account of the clan system which makes men seem like "cattle born, bred and all their life time used as the property of one single chief" and leads to mortal feuds between the clans; should be obliged to conform both in habit and language to weaken clanship - cites example of Lord Lovat as clan leader.
